There was an accident in New Jersey when the construction company accidentally cut off the backup wire on Monday, thus making the U.S. Federal Aviation Administration (FAA) implement ground stops and cancel flights departing from East Coast airports, including JFK, LaGuardia, Newark, Philadelphia, and Boston. Given the fact that over 130 heads of the world governments had already come to New York City for the United Nations General Assembly, the problem in communications caused diversions and delays of flights that exceeded 20 percent at major airports. Even though FAA Administrator Bryan Bedford promised to have a new circuit up and running soon, the situation showed existing vulnerabilities of the old system of air traffic control despite the money allocated by Congress.
